I commonly shorten the ends the way you show in the lower pic.
Those look to be the same air bell I am using lately, The lip is rolled at the top and contains some machine oil in there so they weld a bit dirty. I weld from both sides to try and clean it up.

I don't know if I have tolld you this or not, but this box is going on individual throttles. I know you have lots of experience with these.
Boy, let me tell you that this WHOLE CAR has given me trouble like this.
My next project is to try to run Mandrel 3" stainless exhaust through a Vega!
BTW, I got the horns from Total Performance in Wallingford, CT. They make ford roadster t-buckets and stuff. I think I paid about $18 per. They are about 1-7/8 inside diameter, and about 3.3 inches at their widest point of the bell.

I run the same horns but have been getting them from the guy that spins them, he also has 2 1/4 and 2 1/2" sizes.
