I FOUND THE PROBLEM!
The mark that indicates top dead center on my engine, which is used to set the timing, is on a dampener pulley on the front of the crank. Apparently the rubber in the damper wore out, and the outer wheel of the pulley slid out of its position and was WAY OFF of top dead center. Becuase of this, the timing was at about 30 degrees AFTER top dead center when it read as 10 degrees before TDC with the timing gun!!!
Replaced the pulley, and now the timing is good.
Some crazy things can hold you back sometimes...
