Posting in all caps won't help your cause, neither will labelling your datalog with offensive titles (so I have removed it).

Your assumption that you have proved your IAC is wired correctly "as the Step valuse increase you can see the rpm's rapidly decrease" is simply wrong. Please go back and read the manual - it tells you how to set the wiring correctly.

A step time of 10 to 14 milliseconds is way too long, and you may be overheating the driver chip, causing unpredictable behavior, especially as the stepper is driven more steps.
