At the higher RPMS it will easily be able maintain a boost level of 10 psi. If you were running something nutty like 30.... you may notice it falling off.
The other possibility is the exhaust side leak. THe only way to check those is to get under there....
Hmm, I think I will check for boost leaks sometime soon, just need to rig up a setup to do it I guess. Shouldn't I experience some of the leaks at idle though? Seems to hold great at idle. I checked for exhaust leaks and found a tiny one on the wastegate. Guess I'll mess with it some more after I fix the damn cooling issue....

Couple things, I would check for leaks first, and then I would disconnect the feed to your wastegate. Be careful now, but see how fast boost rises.(and it will go to the moon if you don't back off by 3-4krpm) If no leaks and boost rises fast with wastegate feed disconnected, it's your home depot style mbc. get a dawes device. Been there done that.

I disconnected my wastegate and took off the MBC to run straight off the spring. It still built boost really slow
Guess I'll have to rig up a boost leak cap

Any tips to correctly set up a boost leak test? Do I need to block off the BOV? What about the throttle plate?

Short update - I did the boost leak test and fixed all the leaks I had, spools a bit faster, but still a hell of a lot slower than it should...

There's a whole lot of theory around here about how your spark map should look, IMHO it should not look like that.
you want 10-15 degrees at the lowest point, a raised area where your car idles, and starting to increase around 1500rpm, to maximum around 2200rpm, with 1-2 degrees removed for every 5-6kpa of boost.
See this turbo map for a CVH Ford, ok except for the idle bins could be raised some.
