Need help with startup...

Hey guys, im using v2.2. I have been having problems with startup. Car runs fine when its warmed up, but it acts weird when its cold, and sometimes it does the same thing when its warm.
When i start it, when its sat overnight, i have to give it throttle to keep it from dieing. So i give it ~10% throttle, rpms rise to about 1500 rpm, rpms are steady, my foot in the same place, then the rpms go down, and down and even if i give it more throttle, its delayed, and will most likely just die. Its becoming really frustrating having to start it 4 times to get it to idle. And since my car is pretty loud, my neighbors are complaining, and i know the car isnt loud at low rpms, so i want to be able to turn the key, and have it idle.
Another issue, when it does idle, it fluctuates pretty bad. like from 500rpm to 800rpm sometimes, up and down up and down. Not steadily either, id say each fluctuation takes about 2 seconds. It only does this when its still cold usually, but sometimes after a while of driving itll start again.
Ive noticed if i have my headlights on, along with the fan, it does the idle fluctuations much more. I can literally see the rpms go perfectly smooth if i turn the lights off and the fan off.
Note: I dont have an Idle control valve, and i think my warmup enrichment tune was right.
Any info on helping me resolve these issues would be greatly appreciated guys. Thanks
