I can reach the microsquirt pages. It might be that your ISP is timing out beause of the TLD (top level domain) issues between the nameserver and site.
Try these links:

If they don't work we can have a look at the DNS setup.
In the meantime, I have put all the microsquirt site pages and illustrations in a zip file (3.6MBytes) here: http://www.megamanual.com/microsquirt.info.zip, so you can read them 'off-line'.

I regularly use two different ISP's and more often than not, I can't access microsquirt.info or megasquirt.info on either, is there anything I can do about that on my end?

There's not a lot you can do on your end. The issue is that the domain has a top level domain (TLD) of .info, while the nameserver is .com. The result is that is takes an extra step or two to look up the nameserver records, and this is sometimes enough to have the hosting ISP time out and give up.
This is why the manual was moved from megasquirt.info to megamanual.com, btw.
From your end, all you can do is request the pages more often (then hopefully your ISP will cache the DNS records, if not the web pages themselves), or write your ISP and explain the problem (they might loosen the time-out - but I doubt it!)
I will look at mirroring the microsquirt.info site shortly, and post a alternative link here.
